A small, craptacular sketch of the covenant.

Key
1.The Common Lab; located on Eilean Chon, the lab (and the island) has an Aura of Magic 6.

Money and Mundane Goods
£50 worth of green gold coins, crushed together into a large lump from the pressure of the ocean. Gathered from the wreckage of a ship off the coast of Scotland. Alleged to be the Veregild of a raiding group of Vikings.
£240 worth of luxury goods and other things (spices, fine furniture, objects of art, etc).
£430 of silver (1/3 silver, 1/3 jewellery and precious stones, 1/3 horses for breeding)

Animal 4 pawns: An incredibly fertile wild ram appears and impregnates ewes - the first ewe impregnated will produce 4 pawns of animal vis in her fleece.
Corpus 4 pawns: The site of an ancient battlefield where many died, ending a feud.

Herbam 4 pawns: Driftwood appearing on one particular beach on the loch contains 4 pawns herbam vis after the spring equinox.
Ignem 6 pawns: The Devil's Fart.
Imaginem 4 pawns & Mentem 4 pawns: Every year on Samhain, one of the ancient stones in a nearby graveyard summon the spirit of a Daemon to it to speak for the dead that died during the year. If the mages can speak to it about the good and bad and render fair judgements on a number of ghosts that it brings before them, it dissolves and leaves behind a gift of vis. If they fail to judge the dead correctly for their deeds then the ghosts of the dead are released to attack.
Intellego 10 pawns: In Glencoe, there is a spring of incredibly pure, clean water. If one draws from the spring on the autumnal equinox, the spring produces 10 pawns of Intellego vis.
Mentem 4 pawns: The salmon of truth; one salmon in one stream flowing into the Loch grants wisdom, or more usually 4 pawns mentem to a magus.
Muto 2 pawns: A faerie ring of mushrooms that grow in the Fall.
Perdo 4 pawns: A whirlpool that appears in Loch Ness and tries to suck things into the depths.
Perdo 4 pawns: A peat-filled bog that traps unwary travellers and emits vile stenches - the first corpse (human or large animal) dug out after the spring that contains 4 perdo vis.
Rego 7 pawns: Gillebhrìghde the shoemaker.
Terram 4 pawns: A mighty granite rockface, where coloured veins appear each winter after weathering.
Vim 15 pawns, which falls in the high aura area as rain during the last rain of the summer.

There are currently nine past and present laboratories in the covenant: the Common Lab on Eilean Chon, the laboratories currently belonging to Drystan, Eilid, and Doineann (which is an outdoor laboratory), the one that had belonged to Faileas (which appears to have been set up as a teaching laboratory, and will require a season to rebuild), and the ones that had belonged Curwen, Scylla, Sylvanus, and Fiona (each of which is completely derelict and will need two seasons to rebuild).

Faileas's lab is closest to Eilean Chod, situated on the shore just east of the Bridge Post. Drystan's is located in the northwest corner of the covenant, where the long northern leg of path turns to the southwest. Eilid's is located about midway along the northern edge of the covenant. Doineann's is located on the shoreline, about a hundred feet (30 meters) west of the Bridge Post.

((The other labs, formerly belonging to Scylla, Curwen, Sylvanus, and Fiona, can be placed by Arya, ladyphoenix, qcipher, and darkwing respectively, if they want to keep the labs that they were placed in when they arrived.))

All of the laboratories, as well as the Council Hall (a two-story building on Eilean Muireach) and the Revel Hall were created with the Cabin of Earthen Wood.

[size=150]Enchanted Items[/size]
Abluere Magica: (Covenants, p. 52) The covenant has two Ablueres Magica, a larger and a smaller, which are normally stored in the Revel Hall. The smaller of the two can be (awkwardly) moved elsewhere in the covenant if needed.

The Black Wand: This wand, carved from human bone, instantly kills the intended target and leaves it with an expression of abject horror. The device was supposedly enchanted by Apromor himself, designed to be used on hedge wizards. As a result of experimentation during the enchanting, it can only be used with an Arcane Connection, which the wielder must hold. The wand may only be used once a day. It has not been seen in several years.

Bridge Post: There are two of these items – one on the corner of the dock on Eilean Chon, and one on the shore facing the island. Each post is enchanted with identical effects. One enchantment creates a wooden bridge five paces wide and 150 paces long, with wooden railings along each side. The other enchantment is an Unraveling the Fabric of Herbam effect to dispel the bridge. Each effect may be invoked three times a day from each post; if not dispelled, the bridge will vanish at sunrise and sunset.

The Destroyer of Snow and Ice: This staff was enchanted to clear ice and snow with a range of "Road". It can clear up to nine inches of snow and ice from the entirety of the pier, and about fifteen inches on the crushed stone pathway that encloses the covenant. It was designed with unlimited daily uses, to enable the wielder to clear all the walkways multiple times in case of persistent snowfall.

Eilid's Rug: This expertly-woven wool rug, about three by five feet, is enchanted with a simple Perdo Animal effect that instantly disposes of any and all animal waste that hits it. It is located in the Council Chamber.

Magical Oven: (Covenants, p. 51-52). The covenant possesses two of these basic magical amenities; both are located in the kitchen area of the Revel Hall (the only kitchen capable of cooking for a good number of people).

Map of the Meandering Monster: This is a detailed map of Loch Ness, drawn on what appears to be a single piece of vellum, about three feet wide and fourteen feet long. An image of the monster shows its current location. The marker is refreshed every diameter, and stays for 24 hours, so that one can not only see where it is now, but where it's been over the last day and thus determine if it's staying in one location.

The Tireless Servant: (Covenants, p. 121) is normally "stored" in the Common Lab, but is available for use in any of the laboratories as needed.

Insula Canaria[/size][/center]
Being the charter of the Covenant of Insula Canaria in the 1143rd Year of Our Lord, Jesus Christ.

I pledge my lifelong support and loyalty to the Covenant of Insula Canaria, and declare that the trials and fortunes of this covenant are now my own. Just as I am pledged to the Oath of Hermes, so do I pledge the covenant to the Order of Hermes and the authority of the Tribunal of Loch Leglean. I swear to uphold and protect this covenant regardless of the personal price. Over all the years of my life and throughout my studies and travels, I will neither betray the covenant nor give aid to its enemies. In times of need, I will aid the covenant in whatever way I am able, and I will devote myself to its service if the need is clear. I will abide by the decisions of the ruling council of this covenant, and I will treat these decisions as if they were my own. I will treat my fellows with respect and fairness, and I will not attempt to harm them in any way. Their blood is my blood. Where the covenant stands, there do I stand; how the covenant grows, so do I grow; should the covenant fall, then do I fall. This I so swear, upon the honor of my house and its Founder.

[size=150]Membership[/size]

The covenant allows for two types of membership of its council, and recognizes a third status, which it offers to visitors to the covenant.

The status of Protected Guest may be extended to any person by the formal invitation of a single full member of the covenant. Protected Guests are afforded the basic rights detailed by this charter, and are not obligated to the Council of Members, nor are they a member of this council. Protected Guests may partake in meetings of the Council of Members should they desire it, but are required to leave if asked to do so by a member of that council, and are afforded no voice nor vote unless granted such by the Princeps. The status of Protected Guest may be may be revoked by the member who granted it, or by a vote of the Council of Members.

The status of Probationary Member of the Council may be extended to any magus in good standing of the Order of Hermes, who owes no allegiance nor fealty to any other covenant, and is admitted upon the unanimous approval of the current Council of Members. Provisional members assume the basic and provisional rights detailed by this charter and the duties therein attached. The status of provisional member shall last a period of [color=blue]two years, unless abridged through censure or canceled through expulsion.

[color=blue]All members in good standing of the Order of Hermes, who owes no allegiance nor fealty to any other covenant, who are admitted upon the unanimous approval of the current Council of Members during the meeting or meetings held on the Summer Solstice of 1222, shall be elevated directly to the status of Full Member of the Council, and shall not be required to serve as Probationary Member of the Council, except as a result of future Censure. The status of Full Member of the Council is extended upon the completion of the duties and obligations of a probationary member, [color=blue]at the first meeting on or after the two-year anniversary of their becoming Probationary members, unless testimony is brought against him that proves him unfit to swear the Oath of Covenant in good conscience; in which case all rights of membership will be withdrawn. Should elevation to the role of full member take place, then all rights and duties of probationary membership are shed, to be replaced with the assumption of the basic and full rights detailed by this charter, and the duties therein attached. Full membership persists, unless abridged through censure or canceled through expulsion.

[strike]Should a magus ever come to desire release from this covenant, he must renounce his Oath of Covenant in the presence of at least two members of the council, and shall thereby be relieved of all duties and rights, and may not call upon such rights furthermore.[/strike] [size=50](removed Winter, 1155)[/size]

[color=blue][strike]All full members of the Covenant reaffirm their lifelong support to the Covenant of Insula Canaria. In affirmation of that support, should any member wish to foreswear their Oath of Covenant, they agree to pay the Council whatever forfeit the Council deems fit.[/strike][size=50](added Winter, 1155; removed Summer, 1222)[/size]

Should a magus ever come to desire release from this covenant, he must renounce his Oath of Covenant in the presence of at least two members of the council, and shall thereby be relieved of all duties and rights, and may not call upon such rights furthermore. [size=50](added Summer, 1222)[/size]

[size=150]Governance of this Covenant[/size]

The members of this covenant are governed by the Council of Members, which shall consist of all probationary and full members of the covenant. This council shall not declare action except on behalf of the entire membership of the covenant; no action may be demanded of individuals by council agreement. Conversely, the rulings of the council cannot be overturned by an individual.

Any member of the covenant shall have the right and duty to convene the Council of Members for consideration of matters justly grave, and all members shall be charged with attendance and diligence in the proceedings. Should it not be possible to convene the full Council of Members, any quorum consisting of more than half of its current members is considered valid; else the discharge of the council's duty must be delayed until such time as the full council may be convened. The Council of Members shall convene four times each year, on [color=blue]the day of each equinox and solstice, regardless of call from any member, and all members of the covenant should endeavor to make themselves present.

Motions to be decided upon by the Council of Members must be introduced by a member; debated fully and justly, allowing those who wish to speak to do so; and then proposed for the vote. Proposals must be seconded by another member of the covenant, else no vote can take place. All issues shall be passed by a majority vote of the members there present; excepting that the unanimous opinion of the Council of Members is required for issues involving changes to the charter, expulsion of a member, and acceptance of a new probationary member.

The Council of Members shall confer the office of Princeps to the representative of the covenant in matters of governance and temporal concern. The title of Princeps [color=blue]shall be held by the most senior member of the Covenant; should the senior-most member be unwilling to perform the duties of Princeps, the office shall devolve to the next most senior member. Should that member be unwilling to perform the duties of Princeps, it shall devolve to the next most senior member, and so on. Should no member be willing to serve as Princeps, this Covenant shall be dissolved. Should the Princeps be unable to perform his duties for whatever reason, the duties shall be performed by the senior-most member, until such time as the Princeps is able to resume his duties. The Princeps may resign his office at any meeting of theh Council of Members. The duties of the Princeps are: to attend regular meetings of the council, to keep order at meetings, [1] to determine the yearly surplus of provision and store, and to act as a spokesman for the Council of Members. The Princeps shall not be empowered to rule on matters on the covenant's behalf, but instead is charged with ensuring that the rulings of the Council of Members are enacted.

[size=150]Resources Owned by this Covenant[/size]

Resources of this covenant are held in common by the Council of Members, and it is the responsibility of this council to maintain and defend them.

This covenant lays claim to all the vis originating from undisputed and unclaimed sources discovered by members of the council; save for the first harvest of a new vis source, which belongs to the finder or finders. This covenant also lays claim to any vis gifted to the Council of Members as a whole. In all other situations, undisputed and unclaimed vis belongs to the finder or finders.

This covenant lays claim to all books obtained by members of the council while acting at the behest of the council, and all books scribed by members of the council where payment was received for this scribing from the covenant's resources. This covenant also lays claim to any texts gifted to the Council of Members as a whole.

This council lays claim to all magical items obtained by members of the council while acting at the behest of the council; and all magical items made by members of the council where payment was received for this manufacture from the covenant's resources. This covenant also lays claim to any magical items gifted to the Council of Members as a whole.

This council lays claim to all monies generated using the resources of the covenant. This council also lays claim to all monies obtained by members of the council while acting at the behest of the council. This covenant also lays claim to any monies gifted to the Council of Members as a whole.

This council lays claim to the buildings, defenses, chattels, and inhabitants of the covenant. This council also lays claim to any such buildings, defenses, chattels, and inhabitants gifted to the Council of Members as a whole.

Surplus resources of the covenant will be determined at the Winter meeting of the Council of Members. Resources necessary for the continued existence of the covenant and the protection of its members' rights are accounted for first; this includes payment for seasons of work performed on behalf of the covenant, and a stipend of vis for the casting of the Aegis of the Hearth. Contributions to all debts owed to the covenant are decided by the Princeps, and set aside. The remaining resources are deemed surplus, and shall be allocated to the settlement of requests from each member of the covenant.

[size=150]Rights of the Members of this Covenant[/size]

Each and every member of this covenant and protected guests shall be entitled to the basic rights of the covenant; to whit, full and unrestricted access to the protection and support of the covenant within the boundaries of the covenant by all the rights and benefits accorded by the Code of Hermes, the benefit of a sanctum which shall remain inviolate and the supply of materials thereof, access to the library of the covenant, and victuals appropriate to the status of a magus. These basic rights shall not be abridged except by expulsion from the Council of Members.

In furtherance and additional to the basic rights, a full member of the covenant shall be entitled to the full rights of the covenant; to whit, the right to presence and a vote in the Council of Members, which he shall exercise dutifully with due prudence. Further, full and unrestricted access to the services and skills of the servants and covenfolk. Further, an equal right to all surplus provision and store necessary to conduct his studies, or the travel demanded by those studies; such rights to include (but be not limited to) vis, monies, and diverse magical and mundane resources claimed by the covenant. Where a conflict is evident between members of the council over the allotment of surplus resource, distribution is drawn by ballot; excepting that priority claims that have been advanced and agreed by the Princeps are taken into consideration prior to the ballot. These rights shall not be abridged except by decision of the council under conditions of grave concern.

In furtherance and additional to the basic rights of a member of this covenant, a probationary member of the covenant is entitled the probationary rights of the covenant; to whit, a fractional share of those rights and duties offered to a full member of the covenant, such share being equal to half that offered to full members. A probationary member's vote counts only half of that of a full member, and they may only claim half the share of the surplus provision and store of the covenant's resources afforded a full member. The services and skills of the servants and covenfolk may not be halved, but the needs of a full member of the covenant take precedence over the needs of a probationary member. Further, a probationary member of the covenant who remains true to his Oath of Covenant has the right to remain at the covenant for a total of [color=blue]two years following the conferral of this status. Further, a probationary member of the covenant has the right to be considered for full membership of this covenant after serving a total of [color=blue]two years as a probationary member. These rights shall not be abridged except by decision of the council under conditions of grave concern.

[size=150]Responsibilities of the Members of this Covenant[/size]

Members of this covenant are obligated to obey the Oath of Hermes and the Peripheral Code [color=blue]and the Pact of Crun Clach, as demanded by the Oath of Covenant; failure on this account will not be tolerated by the Council of Members, and the covenant reserves the right to censure those members who are convicted in just Tribunal of an offense against the Order of Hermes.

The responsibility of the members of this covenant towards its lasting success is dependent on service to the covenant. The Council of Members will declare the duties that need to be performed at the regular meetings of the covenant. Such duties include (but are not limited to) the safeguarding and harvesting of the covenant's claimed vis sources, the safeguarding and harvesting of the covenant's income, the well-being and discipline of the covenant's employees, the maintenance of the covenant's resources, the increase of the covenant's resources, and the maintenance of good relations with the covenant's allies. Duties that will not entail more than a week of service at low personal risk will be assigned by the council to its members, with no more than one being assigned to each member in each season. Such assigned duties attract no recompense or advantage to the member who discharges them, but cannot be refused without reasonable extenuation.

Duties which will entail a higher investment of time or personal risk will be offered up for service by the covenant. These services will attract a remuneration which shall be commensurate with the time, risk, and potential benefit to the covenant. This remuneration is decided by the Princeps, but maintains a minimum payment which shall be, for a single season of work at low risk with a low gain, two pawns of vis, of the flavor most prevalent in the stores at the time. The Princeps may increase the remuneration to increase the attractiveness of a particular urgent task, for the Council of Members is not empowered to force a member to accept one of these duties unless failure to perform it would be in breach of this covenant, in which case the threat of censure may be employed. All payments will be made in the Spring meeting of the Council. If there is more than one claimant for the service, and each claimant refuses to share the duty, then the Princeps will assign the duty by ballot. If there is insufficient vis to meet the demands of the council, the Princeps may withhold payment for one or more years. Covenant work may be declared such retroactively.

Each probationary member of the covenant is obligated to perform no fewer than one of the tasks under remuneration currently outlined by the Council of Members during his period of probation. For this mandatory service, no payment need be offered by the Council of Members.

[size=150]Censure of the Members of this Covenant[/size]

If a member should contravene the decisions of the council, by vote or by charter, then the member may be censured or expelled by a vote of the Council of Members. Censure requires the passing of a motion at a meeting of the Council of Members. The censure of a full member revokes the rights of that status, returning him to probationary status; whereupon he assumes all the duties and rights of that status. Censure must not prejudice the application of a probationary member to the position of full member of the covenant. The censure of a probationary member shall abridge the rights of the member to remain a probationary member of the covenant, and shall confer upon him instead the status of Protected Guest. The status of a Protected Guest may be withdrawn at any time by a vote of the Council of Members without need for censure.

Expulsion is enacted by a unanimous vote of the remaining Council of Members. Expulsion is the only means through which a member of the covenant shall lose his basic rights; and requires that the former member ceases to draw upon those basic rights subsequent to the first full moon after expulsion was enacted. Should a magus be cast out from the Order, it is the duty and obligation of this covenant that he shall also and without delay be expelled from this covenant.

[color=blue]Any member of the covenant who causes harm to the Niseag, whether intentionally or by accident, shall be subject to censure or expulsion from the covenant. Should such actions result in the death of the Niseag, he shall be subject to immediate expulsion, and pay the Covenant the sum of fifty pawns of vis. Should the Council determine that the death of the Niseag was due to the deliberate actions of the magus, he shall be sanctioned as above, and the Covenant may, at the next Tribunal, call for the magus to be cast out of the order for depriving his sodales of their magical power.

[1] unlike in the Flavian Charter, the Princeps does not have the power to break tied votes with a discretionary casting vote, but has the same right and obligation to cast his vote as any other member. Should the vote be tied after all votes have been cast, the measure in question doesn't pass.

The Covenant of Insula Canaria sits on the south end of Loch Ness, on the western shore. The village of Cill Chuimein is about mile to the south. Cill Chuimein has about 200 souls, the nearest church, and the manor house for Lord Nevin. Inbhir Mhoireastain, home to about 40 or 50, lies about six miles to the north. The road that passes by Insula Canaria, running from Cill Chuimein to Inbhir Mhoireastain and on to Inverness is little more than a cart path.

The first thing that a visitor to the covenant might notice is the wooden pier that extends several hundred feet into the loch and completely encloses the two islands.

The southernmost island, Eilean Muireach, is about 53 by 56 paces, and is connected to the shore by a wooden bridge. The Council Hall, a two-story wooden structure that houses the Council Chamber on the lower level and the covenant library on the upper, is located on Eilean Muireach.

The northern island, Eilean Chon, is substantially smaller than Eilean Muireach, and has no permanent bridge connecting it to the mainland. The island is about 15 by 20 paces, and has a wooden dock facing the shore, large enough for a cart and horse to turn around on. The covenant's Common Lab is a large single-story wooden building, about 25 by 30 feet, that takes advantage of the island's stronger Magic aura.

The covenant proper is enclosed by a wide crushed-stone path. The path begins where the eastern end of the pier hits land, runs in about 200 feet before it runs to the west for around 600 feet, then loops southward to end at the shore some 300 feet west of the pier.

The land north of the covenant is heavily forested for at least a mile or two until you reach the covenant's pasture lands, although there are numerous paths that cut through it. There are also creeks emanating from within the forest that run along the eastern and western boundaries of the covenant, emptying into the loch. Although they are both good-sized creeks, they are not large enough to supply the covenant with enough water on their owh. There are also a handful of wells within the covenant that also provide fresh water.

The western end of the covenant is dominated by the Revel Hall, a large barn-like structure that not only serves as the site for the muggles' dances, feasts, and quarterly revels (held the evenings of the Council meetings), but it also serves as a shelter in case of attacks or other emergencies.

Driftwood (Spring): 4 pawns Herbam. Driftwood appearing on the beach near Eilean Chon after the spring equinox contains 4 pawns Herbam vis.

The Salmon of Truth (Spring): either 4 pawns Mentem, or Common Sense for one year. Every spring, one salmon in the Mhoireastain flowing into the Loch grants wisdom, or more usually 4 pawns Mentem.

Peat bog (Spring): 4 pawns Perdo. North of the covenant's pastures is peat bog that traps unwary travelers and emits vile stenches. The first corpse (human or large animal) dug out after the spring thaw contains 4 pawns of Perdo.

An ancient battlefield (Spring): 4 pawns Corpus. One of the covenant's pastures was the site of an ancient battle where many died, ending a feud. At sundown, on the last day of May, human bones surface at each of the cardinal directions. Each bone is a pawn of Corpus vis.

Roses of Eilean Chon (Summer): 10 pawns Creo. There are ten rose bushes growing around the common lab on Eilean Chon. In early summer, they bloom, and one bloom from each bush is a pawn of Creo.

Mandrake (Summer): 8 pawns Corpus. In a certain area of the forest that abuts the covenant are found a number of mandrakes. If harvested under the light of the first full moon of the summer, each mandrake yields a pawn of vis. However, the scream of a mandrake being uprooted can kill a man, so care must be taken.

Summer Rain (Summer): 15 pawns Vim. The last rains of the summer falling on Eilean Chon yield vis if collected.

Fleece of the Lucky Ewe (Autumn): 4 pawns Animal. An incredibly fertile wild ram appears and impregnates ewes. The first ewe impregnated will produce 4 pawns of animal vis in her fleece.

Samhain's Judgement (Autumn): 4 pawns Imaginem, 4 pawns Mentem. Every year on Samhain, an ancient stone in the wall surrounding the graveyard in Cill Chuimein summons the spirit of a Daemon to speak for the dead that died during the year. If the magi can speak to it about the good and bad and render fair judgments on a number of ghosts that it brings before them, it dissolves and leaves behind a gift of vis. If they fail to judge the dead correctly for their deeds then the ghosts of the dead are released to attack.

The Monster's Eggs (Autumn): 8 pawns Animal. In late Autumn or early Winter, the Niseag lays its eggs on the loch bottom. Each egg is a pawn of Animal vis.

Rockface (Winter): 4 pawns Terram. A few miles upstream from Inbhir Mhoireastain, the River Mhoireasteain cuts through a wide ravine. On the granite rock-face there, coloured veins appear each winter after weathering that yield Terram vis.

The Spring in Glencoe (Autumn): 10 pawns Intellego. In Glencoe, there is a spring of incredibly pure, clean water. If one draws from the spring on the autumnal equinox, the spring produces 10 pawns of Intellego vis.
