This is why I would expect redcaps to carry devices that dispel or protect against forceless casted spells in order to warn a magus to be careful about that AND warn the redcap that there is a guy around with magical powers. After all the red cap that the guyas carry among other things is to warn members of the OoH not to cast on them. or that is what I have always assumed.

I'm not thinking modern, so much as "the tactic described sounds like cartoon physics." I'm good with that for a magical fire, but not a mundane one. (And even the magical fire is sustained for Mom duration; this one is gone instantly.)

I suppose it depends if the "fire" is defined as only the flames, or the burning embers themselves as well. If the latter, does casting the MuIg spell leave cold, dark coals behind itself? I'd argue yes, but also that adding a Herbam Requisite adds only a magnitude to the spell and that it's definitely worth it for long term things, but that I'd still have the original spell do full damage and start fires - fires don't die that fast, after all, and in a setting where fire can quite literally get up and walk away, having it persist for a few seconds seems perfectly legitimate.
