Ah, here is the best I could find on general Magic Animals maturing:

Is a magical animal born with its full Magic Might score, or does it increase during the animal’s youth, reaching its maximum value when the animal reaches its maturity? Realms of Power: Magic does not answer this question, but does state that it takes many magical animals five years to reach full maturity, at which point they should have all their required Ability scores.

There are some little mentions around the bit I posted above in Hermetic Projects, but really you want to look in Legends of Hermes, p.133-137.

I will accept the correction gracefully, as I may have missed that.
I admit I didn't look at sources beyond RoPM, though I don't view it with the same gravity that I would the ones in RoPM.
Your third point is pretty critical, obviously, and I'm not sure how I missed it.
