Which then means that an area with a stronger aura within a covenant would have to have resulted from 2 auras colliding, possibly the weaker one constantly growing as it was driven by being impinged upon by a stronger aura...
Or through some magical manipulation. There are a few that could cause an area to have a higher Aura, the most likely being Hermetic Architecture.
