Pax Dex is not available for free, to my knowledge. but this sounds a LOT like the Holy Magic of fifth edition, just with a little bit of fluff around it. You can surely use the Holy Magic mechanics (from The Divine).

When we wrote Holy Magic for RoP: D, we did indeed take inspiration from Pax Dei, so this is indeed the 5th edition update of that concept. You'll notice that St Nerius also made his way into RoP: D (p. 79).
