Failed apprentice says you may have supernatural abilities. Does that allow you to gain supernatural abilities by buying virtues or allow you to just spend exp in supernatural abilities?
Just like other characters they can start with Supernatural abilities by buying the corresponding virtue(s).
That's it. Nothing special about failed apprentices in that regard.

It's mostly an explanation that losing your gift doesn't necessarily entail the loss of all supernatural abilities you may have had.
