I don't see why perspective would be unavailable to Magi who can create real 3d moving images (i.e., Phantasmal Animal).
Geometrical perspective, in particular one-point or two-point perspective, is a mathematical concept from early 15th century. It is about the construction of a 2d image representing correctly, how 3d objects are seen from a specific position in space.
It goes well beyond creating a sculpture - as the mundane version of a 3d image - or magical 3d moving images.
HoH:S p.68 False Window to me appears to try at 'magical engineering', working around the missing command of geometrical perspective by directly creating species that do not derive from an image at all.
Other, more complex, ways of magically engineering a 'false window' without the knowledge of perspective might involve magically moving mirror images, be these current or magically recorded. This requires the technical problem of creating good mirrors to be somehow solved: likely with magic, too.
