Absolutely. It's expected in the Normandy tribunal (albeit on a covenant-by-covenant basis).

looking back through the conversation one issue which tends to get overlooked is the effects of the Gift. If nobody will swear fealty to the magus they are at a disadvantage in the social power dynamics which defined feudal society, and those they do (if allowed by changes to the code) swear fealty to will not trust them.
Also the fact that the Gift is non hereditary...

I agree. A magus without the Gentle Gift is at a serious disadvantage as a noble.
A magus with a family as a noble will still be able marry his kids off, but families may be dissatisfied when such grandchildren don't become Magi.
