Can a magic item Mimic the enchanting music supernatural ability?

What other effects can they have?

This probably falls under list of things Hermetic Magic can’t do.

Hermetic Magic is rather comprehensive, but there is a lot of non-Hermetic Magics out there that can’t can’t be replicated either partly or entirely by Hermetic Magic.
For instance: Curses, Blessings, Second Sight, etc

There are Hermetic Researchers trying to integrate some of them into Hermetic Magic, but it is slow going.

I’m looking for a fearie musical item as a reward for winning a contest vs the faeries.

I’d like it to conform in some ways to the rules but be interesting?

Do you have any suggestions?

For that, I'd suggest you use the rules for anchored faerie vis. A faerie with the Major version of the External Vis Virtue (pg 50 of RoP:F) has an anchor for its essence which provides the Bearer with a specific Minor Virtue for as long as they carry it (unless they use the vis contained in the object, in which case the faerie dies and the object stops working).

For bonus fun, there's a good chance of the faerie comings to try to reclaim its anchor.

So enchanting music for a little musical dual with a faerie as a reward and the faerie comes back to challenge occasionally?

What are the mechanics of this? What level is the effect? Does might activate it etc?

I can't help but recall that in the Faerie tale “Jack and the Beanstalk”, in the version I recall Jack also gets an harp that plays itself and makes beautiful music.

There’s no levels exactly per se- if I recall, for every pawn the item contains it grants the wielder a point in a Pretense score.

So a faerie lyre with five pawns of vis grants enchanting music 5?

Most likely, yes.
