Points of Inhabitants

I was playing with the covenant budget, going from Spring to Summer, and I am surprised by the results.

Lets take for instance a covenant of 5 magi + 5 companions + 10 grogs + 10 specialists.

As a Spring Covenant, it requires 14 servants and 9 teamsters for {25 + 15 + 10 + 20 + 14 + 9 = 93} points.
As a Summer Covenant, it requires 25 servants and 18 teamsters for {50 + 25 + 20 + 30 + 50 + 36 = 211} points.

Am I doing something wrong or does the covenant suddenly needs 20 more peoples?
Other than troupe fiat, what triggers switching your covenant to Summer?

I think that's supposed to correlate to the living conditions modifier. You don't need more specialists and the like, but you spend a lot more on resources and need them brought in and managed.

Yes - there are annoying breakpoints when figuring out inhabitants costs...

I built a spreadsheet that quickly let me asses the costs incurred my fiddling with the number of people in a covenant, and by making minor adjustments you can swing costs by a huge amount,

It is pretty annoying, as the difference between making a huge profit every year, and making a huge loss is very small... In this case, the living cost mod pushes up your # of servants and teamsters up by 1 per ten extra points of inhabitants, though you may be able to fiddle with the # of Labourers to push it down a little,
