Range voice of magic items

Hi all,

Just a quick question. When you enchant an object to cast a spell with range voice, since all ranges are counted from the object, that means that the object has to make a sound to be able to affect a target?

Does that also mean that you cannot enchant an object to cast something with ocular range (because the object lacks eyes to make eye contact)?

Or you determine those things from the user of the object?
