Why are you able to Transport instantly up to X distance that you can see or that you have
an Arcane Connection with but Leap of Homecoming is only AC?

The guideline that Leap of Homecoming uses only allows transport to a place you have an AC to, but on the other hand it is unlimited in distance.

I would also point out that many of the guidelines were retrofitted to existing spells from previous editions, which were kept mostly intact in the corebook. Thus, there are some slight apparent inconsistencies. I say "apparent" because there are many in-game explanations why a particular spell might deviate from an ideal framework.
