By default, yes. Usually.
But it kinda depends on the exact curse.
In particular, D: Forsaken (RoP: Infernal) specifies that it cannot be dispelled, so curses with D: Forsaken obviously cannot be removed with PeVi.
I don't remember if Faerie or the Divine have Durations (or other special parameters) with similar restrictions, though there might well be.
It would also be seperarely designed spells, obviously, these being different Realms, and things like Unravelling being specific to each Hermetic Art.
Please note that some entities might be able to sense/know if their curses are broken, and take offence.
