ring targets and warping

under warping it indicates that a spell will not cause warping if it is "specifically and carefully designed to work on them". It indicates that "designing a spell for a specific target..." which all fits together nicely if the target is individual, perhaps even if it is group, but many targets- ring, room, boundry- are defined by location instead of individuals. Is it possible to create a spell- say CrCo, which does not cause warping if it is cast in a certain place?

@ArM5 p.168 Powerful Mystical Effects

Anyone subjected to a powerful mystical effect gains a Warping Point, unless they themselves were responsible for the effect or it was specifically and carefully designed to work on them. “Powerful effect” is subjective, but any Hermetic spell of sixth magnitude or higher counts. Designing an effect for a particular target requires, in Hermetic terms, that a special version of a Formulaic spell be invented.

Reading that text completely shows, that the "target" in its third phrase refers to the subject of the powerful mystical effect in its first phrase.

This is one of the many, many instances in ArM5, where "target" does not mean an ArM5 p.111ff spell parameter.
