Ritual Powers and Intricacy Points

RoP:F states on page 56 that additional spell levels can be converted to intricacy points. This would mean that you could lower the cost of a Ritual Power. Does this also lower the permanent Might Score reduction accordingly? Thus if you spend an additional 25 spell leves on Grant Minor Virtue, it's effectively free?

(Speaking of which: Shouldn't Grant Minor Virtue/Flaw be the equivalent of 25 spell levels instead of 50 just as Grant Major Virtue/Flaw?)

Ritual Powers have a minimum cost (Improved Powers RoP:M p41).

On a similar subject: Lesser Power + Slow Power = free. But it's no fun piling them up.
