Why? What does Rego possibly have to do with this effect??? What state is changing?

Rego is here for control, much like when you want to create fire but keep it from burn you. Or want to keep control of the storm you just created.

Agreed, since the spell specifically seems to have very precise control over how much it activates at the whim of the caster.
