Item mod levels do not count for determining warping. That had been bugging me.
Legends of Hermes:
Modifications to the level of an effect including Penetration, effect frequency, environmental trigger, linked trigger and effect use are not used to determine whether or not an effect causes warping to its targets through the power of the magical effect. Thus enchantments such as Alarm of Dissemblance do not warp their targets despite having a total level of at least thirty.
Thanks for the definitive answer. I don't have that book, so I would never have found the rule.
