There are lots of inconsistency in the rules, which makes how every group deals with them YSMV. In my post that started this back and forth I was trying to offer a possibility a group might play with and should have clearly stated it as such. That seems to have gone missing when I was doing my back and forth editing before posting it.
Which is the translation I prefer - then you definitely do not have the particular case of an ability you can learn but not use.
