The iberian tribunal book has been available in Spanish for a few months now.
The spirit of Tytalus pushes me to detail what can be found in its pages.

Small note: The 3e Iberian book was originally published by White Wolf. WotC put stickers over the WW logo when they bought the line, but they didn't write the thing.

Considering there have been people on this forum talking about how they were coming in writing the book in this past year you may be somewhat misinformed or be using outdated information. I'm not aware of an English version yet, which I am hoping to see soon.
As it is stated in the OP, the book only exists in Spanish at the moment, and this is a translation from a review originally written in Spanish. I think the author's intention was to make the English-speaking community more aware of the peculiarities and specific contents of the book with a proper review (I don't know of any other, actually).

Yes, I've read the book in Spanish, the only language in which it is available for now.
And the truth is that I liked it a lot, as you can see in the review on the blog. I then posted the English translation to encourage any sodal to pursue Atlas to translate Finis Terrae into English.

It appears you may have outsmarted yourself with that move and should have chosen a slightly more blatant form of influence.

Unfortunately I am the principal and only agent of my agency, so.... 
Anyway, I think using the more shady manoeuvres would be justified in order to have the book in English, so that most of the community could read it.

I concur, just make sure you don't get so focused on being shady you neglect to be effective.
