Forgive me if this matter is dealt with in the Guernicus section of the HoH books, but what about a Magus's hat, or, less trivially, his silver? The Code provides protection from theft, by another member of the Order, of magical property and resources, but what about mundane stuff? Is it a Hermetic crime to steal another Magus's non-magical goblet, or must the victim take the issue to a civil court?

Petty theft between members of a covenant should be covered by the covenant's charter. Even if it somehow isn't, kicking someone out normally is if his sodales just can't stand him - and who wants a thief for a roommate ?

I do believe that in most Tribunal, entering a covenant without being invited according to that covenant's charter is a Low Crime, and restitution for any additional damage made possible by that Low Crime would probably be granted.

I think the main reason that petty theft is not in the list of Low Crimes is that magi have better things to do than to steal what they can buy for themselves out of petty expenses. The only real reason would be to annoy the magus they steal from, and said magus would probably prefer to answer in kind than to admit weakness by going to the quaesitores.

I think that the reason is surely to get an Arcane Connection. Stealing petty items from other magi is not entirely without purpose.
