Presuming this is like a large regio colonized by / spit from bordering lands:
At least one covenant from and sponsored by each nearby Tribunal, each of which reflects a membership of those Tribunals, plus at least one local covenant made of an assortment of less well represented Houses and local traditions. The colony covenants are not necessarily near their mother Tribunals. There might also be a Roman covenant (officially sponsored or not).
Additional covenants might be more House oriented and less mixed. A Tremere covenant, a Criamon covenant (they are often cliquish anyway), possibly a Bjornaer covenant.
If this is a recently formed or still forming Tribunal, little Peripheral Code is established. Most arguments would be from external cases. Accordingly, there is a loose attendance to the Code beyond basics, and some magi are pushing their interpretations.
The magi might tend toward the young and the outcast. The covenants may be a place to send recent graduates and troublesome characters.
This is a mountainous area. I'd expect a good many semi-isolated valleys with somewhat localized customs and cultures. Many areas would be under the sway of local petty lords, some with overly grand titles for their actual territory.
