I understand that the Tribunal has more vis than anyone else - their stores are so great that it causes warping in the vault - but I never read that they had more income coming in than anyone else. They simply have spent less than they bring in, over centuries, and it accumulates. Hoarding is a social blunder for anyone else, but if one or more magi in a covenant had a valid for usage of that bounty, more power to them. Accumulation of vis is greedy, not employing it to research and build great works. (Or sharing the largesse with the covenant's patron.) Swimming on a big Scrooge fili McDuck pile of pawns and rooks would get one a poor reputation, making rational use of that same pile would not.
