Yes, of course, but I expect Terram and Corpus (and Vim, but that's less useful with respect to Creo) to be the most in-demand Forms of vis under most circumstances.
Creo has greater value for unplanned events, but for everything else, you'd buy 'not-Creo' because it's cheaper. Creo might be the most hoarded but least used vis, at least until you have an unreasonable amount and you start using/spending the stuff.
