A Vitkir (Rune Mage) with the "Fast Caster" Minor Supernatural Virtue "can fast-cast a rune spell, much the same way that magi can fast-cast spontaneous spells, though he must always leave off his name and the description of the effect."
So, the penalty to fast cast a rune spell is:
a) -25 (-10 for basic fastcasting penaly, -5 to leave off his name, -10 to leave off the description)
b) -15 (-5 to leave off his name, -10 to leave off the description)
-15 if he does not write anything. This is how we have been using it, at least. it is quite a penalty already unless you have the appropriate virtue-combo.
He still needs to include the target. Though if you use a Method I spell, there would only be one's name & effect, and brings to mind what the duration for such a spell would actually be when you don't write a single thing and evidently just stand there.
