What Style of Governance?

Not-yet-final description of the Muggle Council (in search of a possibly better name...Common Council?).

The Muggle Council consists of representatives of each segment of the covenant's population:

  • Personal servants (maidservants/butlers, lab assistants, etc);
  • The turb (should the foot soldiers and archers each have their own representatives, or the turb as a whole have the one?);
  • Kitchen staff (including brewers);
  • Magi support (library staff, craftsmen who make lab equipment, etc); and
  • None of the above.

The chair of the Council is the Autocrat, who is hired or appointed by the Council of Magi and answerable only to them; he is the liaison between the covenfolk (and the Council) and the magi.

The Council is responsible for governing the covenfolk, for issuing rules and seeing that they are enforced, for settling disputes between covenfolk, and otherwise maintaining day-to-day order in the covenant. Covenfolk may bring their grievances or concerns to the Council at the quarterly meetings (held the day before the Magi's meetings).

A magus has the right to overrule a decision of the Council; the Council, in turn, has a right to appeal the overruling to the Council of Magi.

The magi have the right to attend any meeting of the Council.
