Once Cygna relinquishes the covenant's charter, she'll begin studying it, along with Tribunal procedures for a loophole, or a way to say that Gallus Florensis was never inquorate. It will at least give cover to Attravere's next attempt to collect corpus, and our next attempt to collect Intellego.
I didn't give you an answer there yet because I wanted to re-read the earlier parts of the thread. It came across originally as though she harvested it anyway because she's ambitious, and was going to figure out how to justify it later. We can retcon if I had interpreted that wrong.
Her ambition is focused on House advancement. Do her actions advance that?
I harvested because you dangled the opportunity. I thought the opportunity was dangled because there might be a reasonably legal basis for that decision, I should've established that earlier. The subsequent dangling of the corpus source, with the qualification that allowing Voluntas to continue to harvest it uncontested strengthened their claim. IMO, the phrasing of claim suggests some legal issue that needs to be resolved, that each side believes they have a legitimate legal reason behind their ownership. I'll clarify these kinds of questions in the future, not make assumptions like this again. In this situation, based on how I now understand things, Sophronia has no reason to believe they have a claim to the vis source. They have a right to it, it's a legally registered source in their name.
So, here's what I think is best, given that Sophronia knows she doesn't currently have a legal theory to support her actions, she'll send a gift basket to Libellus of Intellego pawns of vis of equal measure to what was harvested. Such a basket will not include any admission of where the vis came from, but it will have her name attached to it. This should avoid the charge of depriving a magus of their power. The Quaesitor may be overworked, but a high crime? Yeah, they might make an exception on that. Some beasts suddenly appearing in the area of a vis source? Sure, happens all the time. The basket covers a specific charge against her of depriving a magus of her power. Sure, they can argue that Sophronia sent the vis to avoid being charged, but an overworked Quaesitor probably won't get in a twist over it. We can argue technicalities of who owns it legitimately at a later date. Live to fight another day, and all.
Don't forget that there's 21 years worth of crap that's all going to get crammed into the same Tribunal at once. So they might not.

(Oh boy... I can handwave over this for obvious OOC reasons, but Attravere would -not- be keen to suddenly find out that some of the covenant's Intellego stores have gone missing. Perhaps this is a subplot that will come up in a not distant future subplot. )
Attravere will speak with Josef if he could trouble him to begin keeping a tablet on hand and write suggestions from the covenfolk about what might improve their lives. Specifics, things beyond having to work less or having more money or free time, etc. e.g. things which might help them at their jobs, make it easier for them and so forth. A plow that doesn't get dented by large stones in the fields. Something to aid in the harvesting of fruit from the far side of the river.
Then once he's gotten a fair few of these suggestions if he could bring them to Attravere to see what might be done about some of them. No promises made, but he'd like to get the covenfolk's input on things to help the covenant. (Might also make them feel a bit more comraderie with the magi)
Thinking this might be like a suggestion box of things that the Magi might do for covenant service as the subject was recently raised.

In a long tumble of words, broken up by sobbing and a little blubbering, Josef relays that a Bonisagus named Aulus Germanicus showed up, asked Samuel how long it'd been since he'd received any actual teaching, and promptly whisked their son away to Duos Flumen.
"I... I'm sorry. I'll see if anything can be done about this. And if it can, I will do it." Attravere offers in a lame attempt to console a man who has lost his son.
Once he's done speaking with Josef and doing what he can to make things as comfortable as possible he will ask this first member of his house he sees about who present might know about Duos Flumen and its members.

The covenant's flock of sheep is completely exhausted by winter of 1222. The fishermen will request, via Stefan, that Attravere have his familiar fish outside the estuary, so that they can pick up the extra slack for feeding the covenant.
The covenant has lost an income source and will have to buy its own vellum and wool, and there may be a hit to the happiness of the covenfolk because no one wants to eat fish exclusively.
