Maybe, but let's have a look:

Under canonical rules, an 8 is worth 36 xps and a 10 is worth 55, keeping a constant 18xp/point. (36/2 vs 55/3). Under my rules, the 10 is worth 50xp, but the 8 is only worth 26, so the character gets only 2 points in the Art rather than 3, but a much better value in terms of xp. Also, a character who wants an effective Art of 25 can either spend 2 Puissant Arts and then go for 17 the hard way, at a cost of 476xp, or spend 3 Puissant Arts and then go for a 15 the hard way, at a cost of 250xp. Just for completeness, 1 PA + 20 real score costs 1250xp, and 0 PA +25 real score costs 6250xp.

So that 3->10 is really quite fair, compared to 2->8. But you're right, I don't think I included a 2->8 option.

Others are possible, but all of these characters look viable, and I'm not sure which is better than which.

(Note that these rules do not work well at all with some of my variant Diedne virtues; Magic Theory becomes too good compared to Arts.)
