Casting Spells without form or technique

Just wondering - I can't seem to find it in the book but - can I cast a PeCo spell for example if I am missing either Pe Or Co but the one Art I do have is I high enough?

Example I have Corpus 20 and Perdo 0 (yes zero) - can I still cast PeCo spells?

A score of 0 is still a score. A standard magus has a score of 0 in all ofthe Arts, even if s/he has spent no points in them.
