There was a mention of build points for the founders, in the covenant section. I've assumed that we get those points, but I just haven't "spent" them, yet. This would be a good time for Mad Max to confirm my assumption, too. 
As always messages for me in big letters or a pm. I might miss them... Ask my students they know. 15 build points per character regardless of when you entered the game. I have not spent Polycarpus yet so no rush.
