Level + Quality, or 22, whichever is lower, so in this case, 22.

You have a summa with level 10 in an Ability? The maximum is 8. This is a non-supported book.
(and the answer would usually be 3 X level + Quality or 22, whichever is lower, so 22.)
I should say that the cost is 31. 22 limits a Summa's Quality, not its Cost (ArM5 p.71).
