Sounds like the answer is "yes" which I suppose, finally explains why it's so hard for Folk Witches to bind powerful familiars....

That is just to cover the (rare) circumstance where a folk witch does have a Magic Resistance for some other reason. For example, she has a holy relic, or is the pope.
Are you suggesting something about our Holy Pope silvester?
