Is the spell level correct?

so Perdo Vim has the guideline
"Dispel effects of a specific type with a level less than or equal to the level + 4 magnitudes of the Vim spell + a stress die (no botch)"

So if i make a Spell to cancle Ignem magic in sight i have the Base levle of one, add 3 for sight, bringing me to level 4 and add a level adjustment of 9 to bring the effect level to 10.
Then is the spells total level 13 or 30 and can the Spell affect other spells up to level 30?

Base 1, R:+3 Sight , D:M, T:I; Spell level is lvl4. This spell can dispel an another Ignem spell not greater then lvl5+D10 (Base 1 + 4 mgnt + D10).

I would use instead of this a Base 3, R: +2 Voice, etc. Spell level is lvl5.
This spell can dispel an another Ignem spell not greater then lvl15+D10 (Base 3 + 4 mgnt + D10 AKA Base 3 + 1mgnt/lvl + 1mgnt/lvl + 2x5lvl + D10).

General spell's effect is calculated based on the "Base number + X mgnt "formula instead of the final level of the spell.
