Is it possible to create an Invested device or lesser enchantment that could in turn create magic items? For example a forge that could make swords with Edge of the Razor enchanted into them by just adding the necessary ingredients (including vis)? Or would such a forge require a breakthrough first?
Definitely a breakthrough. Magic items generate spell-like effects, they can't generate magical items or even Ritual spells.

Ditto with what YR7 said, it's definitely a breakthrough. A likely route would be integrating rusticani craft magic - they can produce lesser enchanted items by making the item from vis containing materials.
Another alternative is original research relating to lesser enchantment vis, perhaps a way to transform vis into lesser enchantment vis?

The other alternative is to bind a spirit that can make enchantments to your device.

Yes, this sounds right. I was looking at a different route I couldn't quite get to work. But this should do it. You do have to find the right spirit or somehow get it to Transform the way you want, so it's not easy. But it should work.
