Master Spells at Character Creation?

During character creation of a magus, are you allowed to spend some of your basic 240 XP on mastering spells (without the Mastered Spells Virture)? As I can't find a definitive yes or no answer in the core book?

AFAIK, yes.

Have always read "Mastered Spells" as not being restricted in any way, ie that the text means you can still take it together with "Flawless Magic" rather than that you can ONLY take it if you already have FM.
