war paint gives the user +2-10 armor for 1 moon or less. (depends if the user washes off the armor before or after there paint wares off)

This would be a MuCo charged item granting +Soak. Relatively easy, but probably better done as a Formulaic spell and highly likely to cause Warping due to the effect ending up being level 30+.
Alternatively, you could make the paint act as a ward against metal (ReTe). Again, this is likely to cause Warping due to high level.
What other effects could be aplyied to war paint other than armor/soak?
Charged item is also an option - that way you could tailor it to the recipient.
And war paint could be used for any spell you might cast on a person.
