What do the major and minor powers do?

Can you target an unborn child even with Part Target? I thought that was specific to Fertility magic.

In fertility magic it states that without fertility magic the target to affect a fetus is target part while with fertility magic it is target:individual. Of course a stork being a stork it is dancing around fertility magic by its nature.
