It occurs to me that the covenant could easily treat this sort of the way the military operates. You have an initial tour of duty that you have to serve in the Balearics (some term of years). Then, after that, you can relocate back to Andorra proper, but you are then required to be deployed back to the Balearics with a certain frequency (maybe one year out of three or a two-year stay every six years, or something like that.)

There are solutions out there that secure the safety of the vis without requiring permanent exile.

I'd say 7 years for the first term.
And I'd add (And Arachné would agree) that, once the initial term is done, each deployment should earn the magus extra vis, as compensation. A magus could "trade" his deployment with any other mage, of course, so long as the post is occupied.

Along these lines, I'd like to define the number of years we're expecting the journeymen to stay in the Balearics in exchange for being given journeyman rank. We've talked around it since the idea was first mentioned, but I don't think we've settled on anything. I'm good with seven years. Of course, I'm also not affected by the decision, because Pere doesn't plan to move to Andorra anyway.

I (and Vocis) can also get behind some version of Trogdor's deployment proposal, though we may want to hold off on formalizing it until it's time for the journeymen to start moving back. At that point the council can design a strategy based on the number of magi that are available to serve there. Vocis wouldn't object to masters being required to join the deployment rotation at that point.
