regiones and arcane connections

Hello,

I have this question, if a covenant is placed in a regio can the resident magi use arcane connections normally through the boundaries and the levels of the regio?

For example, a magus cast "leap of home coming" from outside to trasport himself to his sanctum in the inner level of the regio.

Does the spell work normally? Or on the contrary the regio hinder the spell?

Personal preferance (i've never seen a rule on this)...I'd say it doesn't work. You have to be on the same regio/plane/dimension (call it what ye will) so you could leap about within the regio but not IN to or OUT of the regio
