Vocis is probably confused, but I'm definitely confused. Did Artemis come to Andorra to seek Vocis out? Also, he's not going to Provencal. He took the Andorra portal to Harco and then on to Transylvania. And if he'd known about Artemis, he would have asked Poena about her when the subject of Belacquin and its secret cabal of archmagi came up. Can we ret-con that?
She meets with you at the portal you take from Transylvania to Harco, and the idea was to surprise and confuse you. Not her idea, it is the SG's idea. She is clueless and unaware of any potential conflicts or problems.
Fédora will report all of that pretty much as is. Although she will emphasize the squatters.
My understanding is that Andorra (the covenant) laid claim to all of Andorra (the principality), so La Vella is basically depriving us of our magical power by setting up residence there.
However, since (as far as the CoA is concerned) we belong to neither Normandy nor Iberia and (if I'm understanding the Tribunals situation in this saga correctly) there is no Provençal Tribunal, we have no one to turn to and will have to deal with matters ourselves. Which could very easily get ugly.
Our covenant does indeed lay claim to the whole principality. And you are correct in that we have no official tribunal designation or affiliation to which we can appeal a redress. Sticky situation indeed.
But there is a Provençal Tribunal in this saga. The book Faith & Flame is now on shelves, so I can talk all about it. The tribunal is mostly intact as presented there. There are some subtle differences, such as Val-Negra (you will have to discover for yourself) and Bellaquin (located in La Vella instead of Arans and with a different timetable). And the addition of a covenant in Pamplona.
This is the situation. Almost all of them have the Gentle Gift, and most are Jerbiton magi. They were able to operate incognito in plain sight for years. Valgravian of Jerbiton claims he bought mundane locations in town legit and fair. The only magical resource they are using is a Lacunae/regio in town, and he has a lease signed by Archmagus Antonio. It looks legit. Carmen opens the books and matches things together. We have been receiving two rooks of Vim every year from the Council of Archmagi since 1225, some deal her father signed and which she never investigated.
