I think the "Roothaargebirge" (Rothaar Mountains) itself is much more likely than the foothills. The original in the image looks like "Red Hair Alpins". Not sure what is the better English translation, I know only the German term.

I think this is a case Berg being both hill and mountain, considering how the hill range peaks below 900m altitude, I would call them hills rather than mountains. When compared with the Alps, anything in Northern or Central Germany is just a hill.

The fourth one down looked like "Red Hart Mtns" to me, with Mtns being an abbreviation for mountains. Seeing as "Rothaar" is "Red Hair" they've probably translated it to "Red Hair Mountains"
