There will be more OTE PDFs added to the online library, but it will take a while. Many of these books were done so long ago that we don't have easy access to the old file formats, and they were sometimes done with "mechanical paste-up" (in the days before we had a scanner for digitizing artwork). But several are already available, including the core OTE2 rulebook.
