Now, do any of her actual craft skill levels apply to this situation, or is it all just Per + Finesse? My assumption is that since the definition of the published craft spells all say "substituting Per+Finesse for Craft:....", that you can use the actual craft skill with the lower target number.

Wow. She'll spend Confidence points if it helps bump up that 2nd craft roll to the next tier of success levels.
Viscaria's faerie upbringing and penchant for faerie-inspired designs will definitely come into play here. The initial outlines (1st set of rolls) are rough and utilitarian, probably a really modest floor plan. However, that gorgeous second Finesse roll will create something that is very nearly out of Tolkien.
Depending on how we want to adjudicate rolls, that third set of rolls probably won't even get used. In which case, it gets used for a Creo Imaginem spont to create an illusion explaining how much we appreciate Wilhelm's help. I'll wait for JL to respond about how he wants to ajudicate the rolls before laying out the spont math, though it'll be similar to the one she used with Wen earlier.
Additional thoughts: Viscaria would probably offer to turn that fine wolf pelt vest of Wilhelm's into a Shape of the Woodland Prowler item for him someday.
