Allen or Roberto or both? So looking for French or Latin, or both? 14 is good enough to find one or the other, how does Allen assess trustworthiness of the prospects?

Basically, he is looking for people that speak a language he understands. As for assessing prospects, I suppose he will unconsciously depend on the ol' Premonitions roll.
