I would suggest sharing the vis sources of both Covenants evenly between the two.
Why would the scribal team go with you? A scribe and the glassblower came with Luciu as I recall so their location would need to be negotiated. The Bookbinder and Illuminator are of course your assets.
Who do you think will move to the new site maga? If it is less than three of you then the new Covenant for minimal Tribunal quorate numbers will be defuct anyway.

I'm sure you'll agree with me that a scribe on one site and a bookbinder and illuminator at the other one makes no sense.

I spoke extensively with Luciu on the subject of tribunals on our way north. It is four Covenant, each of at least three magi.
I am not sure I do agree, but either way recruiting more scribes is obviously a priority.
