They build Hankerchief's of Perpetual Moistening CrAq (Co/Me Req) 5, effect: Create additional moisture in the possessor's mouth triggered at moments of strong desire, and wear them in their breat pockets for just such occasions.

At first glance, I thought 60 was a high number. But then I did the math 60/10 = 6 (the 10th 'person' being the covenant stores/expenditures for things like Aegis and such), and it suddenly doesn't look like so much vis. I'm willing to go with the 60 vis/year idea.
On a side note, was the thought to do a vis salary or vis grant or something else?
The true wealth of this comes in the vis stores, that's true. More points can be added of course...but vis sources are expensive.
Whether it' a salary or grant hasn't been decided yet. That can be more of a Charter decision.

You could buy a spell casting tablet of 'The Laboratory of Bonisagus', Cr Te 45 Ritual (Covenants page 122) for 18 build points, and then spend another 2 build points for the 9 pawns of Vis it costs (you'd have 1 pawn left over) and literally have a very functionable lab with the casting of the spell. It's cost in total, for the vis for 8 labs is 72 pawns (8 labs times 9 pawns per lab), or 15 build points (1 pawn per 5 build points, for 75 pawns of vis), plus the 18 for the casting tablet (2 points per magnitude of the tablet). A grand total of 33 build points, I'd be willing to allow the PCs to each contribute to this total if that's what they wanted.
Drawbacks, that's a ton of vis (likely to be all Terram), the spell would still have to be cast 8 times (even if Agitatus casts it, there is risk). Finally these labs start off with a high upkeep, which could either explain or just be one more part of the fact that you're poor. It's not the best idea maybe, but it's just the type of thing a young group of Magi might make (basically maxing out their credit cards).
The advantage is that you start off with superior labs. You can literally say that your entire Covenant, labs and all, was truly constructed Hermetically (it could lead to a prestigious reputation). Your lab is ready in only one Season (the spell more or less takes care of it immediately, but it takes a Season to attune yourself to it). You would also still have the lab text should you need to build or replace a lab later on.

I think just starting out with superior labs would be enough to make us poor.

6 pounds X 9 Labs = 54 silver/year
That's a lot of silver! But I'm willing to go for it, if others are. We are supposed to be poor, anyway.
Labs with superior quality equipment still regularily break glassware. Are we going to have to find a glassblower that make superior quality goods to replace this stuff, or what?
Why a season to attune? I thought that if there is no refinement score, you can just move in and start working freely. (I will double check that in covenants.)
It would have a high upkeep to start with but we could gradually lower the upkeep as time went by. What page of covenants is this spell?
Page 122. It takes a season to attune much like when moving into a new lab that you didn't design. If you can find a ruling that states otherwise I'm fine with that. That season spent attuning would provide exposure xp to Magic Theory.
This could very well be the reason that you're poor. Like I said, there is a certain appeal in having literally conjured your entire covenant and labs from nothing. It could lead to a positive reputation.
At 54 pounds of silver per lab, that's more than half of the Secondary Income that you get from having the Dedicated Covenant Boon option that I put together. You still have another source of income, your regular one, and it could come from a variety of sources, such as livestock, farming, mining (since your underground).
It could also come from magic again. You have two Verdi and a Companion that would make an incredible Vendetorres. Selling a few simple potions that don't even require Vis could be worth plenty. Simple charms that fade after a few years but provide a Recovery bonus for either wounds or disease would be worth plenty and be easy to make. Plus they are not so conspicuous as magic swords. Everyone has good luck charms these days.
The one that sells the magic items for the covenant and bargians for the covenant supplies was the idea behind Rosaline. Of course, she can ease almost any mundane interaction at need (help any mage for a season) considering that her social skills are the sort to walk all over anyone but the most dedicated and talented merchant or diplomat.
OK, I'll lay it on the line here. Julia/the Tribunal is willing to offer to build your Covenant. If you want, the entire Dedicated Covenant boon could be spent to have them build the Covenant and all of the labs. That doesn't mean the Tribunal won't have anything else to do with you afterwards, but it would mean that you likely wouldn't be able to ask for anything for awhile. And it could very well mean as you can imagine that if the fair is not done well, they might not be pleased.
The secondary income is still yours though, it's its own separate boon with the story element being that you got it through the Tribunal for being a Dedicated Covenant. You wouldn't lose that income for taking the above option.
If this sounds good, we'll be moving on to the next events soon, the rest of the Covenant design can be done as we move along.

This idea here (for the Tribunal to basically pay for the Covenant's creation and all its labs) does not in any way eat into the point expenditure. Whatever you spend points on will not have an impact on this, it's from the Dedicated Covenant boon.
Alright let's keep the discussion going. Currently it's still up to you how the points are spent, with me handling the boons and hooks.
It is under discussion that the Dedicated Covenant boon is going to actually build the Covenant and labs for you. I at least need the decided and agreed upon for me to continue properly.
