This pair of items were originally created for a covenant in the highlands of Scotland, where the covenfolk (in complete defiance of history) wore plaids. They would work just as well for cloaks, though.
Warm Plaid for the Whiny Shepherd
CrIg 15, unlimited uses per day
R: Touch, D: Sun, T: Ind.
This item takes the form of a flat basalt disk with a large hole through the center, set vertically on a stone base. It is activated by passing an outer garment (highland plaid, cloak, blanket) through the center hole. The garment becomes warm to the touch, and stays warm until the next sunrise/sunset. The lab text includes a modifier for basalt (+3 Ignem).
(Design: Base 2, +1 Touch, +2 Sun, +10 levels for unlimited use.)
Dry Plaid for the Whiny Shepherd
ReAq 15, unlimited uses per day.
R: Touch, D:Sun, T:Ind
This item takes the form of a crystal set into the bottom edge of the hole (see above). Passing an outer garment through the hole (see above) drags it across the crystal as well, which activates this effect. Water touching the garment beads and runs off, as per "Cloak of the Duck's Feathers". The lab text includes a material modifier for crystal (+5 water, likely limited to +3 by creator's Magic Theory).
(Design: Base 1, +1 Touch, +2 Sun, +1 slightly unnatural control, +10 levels unlimited use.)
I'm kind of proud of this pair of items: my magus created them as a demonstration of Doing Cool Things Despite Terrible Relevant Arts. The covenfolk loved us for them.
