Over the years, many people have contributed hundreds of low level spells to Ars Magica.
Can any of these be found in fan-made PDF’s?

Try the Net Wizard's Grimoire , it's excellent.
Also the The Iron Bound Tome, also excellent.
There is currently a fan project to compile fan-made spells from a variety of sources but it is not finished and public yet because they are making sure all the spells mesh with rules as written. It may be a while before that is available but I'm excited for it.
Just because you're asking about fan-made pdfs... I'll point out that we have a bit of a blurry situation. Obviously, anything that is free to read on the internet is free to read, but that doesn't mean the author is waving all copyrights, and that such work is free to reproduce in a CC-BY-SA license. Which is why, I think, the fan grimoire project won't happen in its original form: Open License Change Statements - #16 by David_Chart
I'm not quite sure what you mean. The contributions to the net grimoire explicitly allowed moving them to other venues:
The contributions are NOT under a CC license, and combining them within such a publication would be problematic.
Not all the spells came from the Net Grimoire. Several of them came from old post on the forums for example, from people who are not around anymore.
