Ok, so that makes it a ReAu5 spell.

She will try and use that as a tactic to draw a cook to the other side of the bakery, making it think kids slammed it after trying to sneak it, and then go open a window, or another door, and use winds to get some pastry.

These shops have a single door and the windows involve small panes, frequently not of glass but translucent stone crystals, which do not open. Glass panes are fragile and expensive, and windows which open are an extra expense as well.

Frustrated, she will go on, seeking any opportunity to snatch a pie or bread sitting on the window sill to cool.

There are no pies on window sills, and the only open windows (or even windows that can open) are on the second floor of the shops, in the residential area.
Later in the day housekeepers might set cooking on these second story sills to cool, but unlike professional bakers they are not cooking at this hour.

Then she'll keep on going.

heading through town in the early morning the choir of witch hunters makes a few more appearances that she is forced to avoid, slowing her progress. It is nearly noon when she spots the first signs of food set out to cool- a small pie of some sort sitting in a second floor window above a blacksmith's shop.

She will try to make it fall into her arms, and then run with it.

It is not enough to state a goal, the method must be specified- I can assume you are using ReAu, CrAu, or ReHe (with a possible an req) or throwing rocks at the sill...

Total of 40 (I assume this is a ReAu5 effect, so that's a spontaneus spell with no fatigue)

You knock the pie off the sill, and have a choice of a dex+finess roll with a target of 12 to guide it down or a dex+athletics roll with a target of 9 to catch it.

The pie falls right past your hands, landing top down in the dirt of the unpaved street, which is walked on by people, and horse, o a regular basis.
The good news is that it was a meat pie, and so it didn't splatter, only accumulated some dirt in the top crust. Also the wind which knocked it down either cooled it significantly or it had been sitting there a while...

She will pick it up, and take it, intending to remove the top of the crust that got dirty.

Eating as she walks she is out of town almost before she finishes the pie...

things proceed in this fashion for a while, sleeping in wood shelters at night and stealing food when she encounters a town, roughly every day and a half to two days. As she puts distance between herself and the first town there are fewer witch hunter groups looking for her, but the road itself takes its toll in dust, huger and weariness, so that when she arrives at the estate of her "betrothed" a week later she is not looking so well off.

She will first find a stream to clean up, and to check her reflection.

She is looking a little gaunt after a week of what rations she could grab from windowsills, her hair is matted, her face and clothes dusty and the clothing is a bit worn after a week of constant travel, by foot, in a single outfit.

She will wash herself in the river or stream nearby, and gather up her hair in a neat bun. Drying properly, she will seek a plant or wool, that she can turn into a simple clothing using CrHe. And will wash and clean her cloak.

CrHe would create clothing from nothing, to change a plant would be mu or re, depending on your approach...
