but for items like this , the Wizards of the Coast Boards would be more effective.

Where does Glimpse of Eternity come from?
Not all of us have access to every spellbook for D20.
You should also provide :
The miniumum caster level needed to make the item
The GP cost
The XP cost.

There are better spells to grant a Wisdom Bonus ,
without any drawbacks.

This is more of a Cursed Item.

Then in that case I believe the weapon is to powerful and unbalanced.

Glimpse of Eternity
Enchantment (Compulsion) [Mind-Affecting]
Level: Bard 5, Sorcerer/Wizard 5
Components: V,S,M
Casting Time: 1 standard action
Range: Close (25 ft. + 5 ft./2 levels)
Target: One Creature
Duration: 1 round/3 levels
Saving Throw: Will partial; see text
Spell Resistance: Yes

You call upon the ancestral memory and experience of the long-lived
elves,
visiting all the burden of that knowledge on a single creature. The
target
of the spell takes 1d6 points of non-lethal damage per caster level
(maximum 15d6) and is confused for duration of the spell unless it
makes a
Will save. A successful save results in half-damage and negates the
confusion.

Elves and similarly long-lived creatures are affected normally by this
spell. No creature can experience millennia of knowledge in such a
short
time without feeling its weight.

Material Components: A pinch of dust from an hourglass.

As you can see, this spell has NOTHING to do with Wisdom bonuses, so,
right
there, this "weapon" is wrong. And then you say that all the guy has
to do
is critical with the bow to gain this bonus permanently? I call 'bull
crap' on it. If that was possible, especially for as low a cost as you
specify (by the way, a 24,000,000gp item would cost minimum 960,000xp
to
create - rather unlikely), it would have been done before, long ago.
So
the cost is a couple hours of sleep if you don't make the save? Big
deal.
You don't specify the save, so we assume the minimum - 17. It won't
work
on creatures immune to mind-affecting spells (like many Warforged
Juggernauts). Even if it were allowed, I'd require it to be made by
elves
for certain, possibly Deathless, and probably only with the full
unanimous
authority of the gods.

In short, it ain't gonna happen.

Those of us who have been receiving the list for a reasonable length
of time know to ignore most of abe's posts, but (specific instances
elude me) every once in a while he actually says something that sparks
an interesting debate.
